If the Manchester congestion charge is to go ahead, the first charging zone is just on the inside of the M60 and the second charging zone is on the inside of the inner ring road.

The congestion charge is only to be applied during rush hours.

7 – 9.30 am, Morning peak inbound:
£2 to cross Outer Ring, £1 to cross Intermediate Ring

OUTBOUND
4 – 6.30 pm, Evening peak outbound:
£1 to cross Intermediate Ring, £1 to cross Outer Ring.

So if you go shopping after 9,30am and leave the Trafford center before the outgoing charge is applied at 4pm,then you wont have to pay anything.
